A Regional Water Quality Control Basin has been constructed on the southerly portion of the project site. Project DescriptionThe proposed Grafton Plaza site is zoned for Campus Office land uses allowing up to 496,519 square feet of development. The existing zoning allows office and ancillary uses, which include restaurants, convenience shopping and residential uses (up to 50% of the allowable square footage of the site). The current proposal has been significantly altered and reduced from the previous proposal in 2008. The 2008 proposal included 1.1 million square feet of development in several mid-rise buildings. This is no longer part of the Applicant's proposal. The proposed project allows for two options of development, which include either new flexible zoning (Option 1-Mixed Use) or the current zoning of the site is to be maintained (Option 2-Campus Office). The new Mixed Use 2 zoning would permit the introduction of uses such as shopkeeper, live/work, residential, office, hotel and spa integrated with retail and office and to permit greater flexibility in land use combinations. The Mixed Use 2 zoning allows residential land uses to comprise up to 50% of the project's development area (248,259 square feet). The current zoning of the site is Campus Office, which allows professional and administrative offices in addition to ancillary uses which provide services to businesses and employees in the Campus Office area. Ancillary uses include restaurants, convenience shopping, copying services, branch banks and other such services. For both options, the maximum amount of development on the project site would not exceed 496,519 square feet of development, as approved in 2000. Environmental ReviewThe proposed Grafton Plaza project is subject to environmental review under the California Environmental Quality Act (CEQA). An Initial Study was prepared for the project. Prior to development occurring on the site, a more comprehensive site plan, development program and design and development standards for Grafton Plaza would be submitted with future planning applications, which would also include a Site Development Review application. Project details would be submitted to the City as part of future applications, including but not limited to building footprints, pedestrian and vehicular access, site and architectural design guidelines, parking ratios and building heights/stories, architecture and more detailed landscaping as required by City standards. Public notices will be mailed to all individuals within 300 feet and interested parties prior to all future public hearings for the Grafton Plaza project. There will be numerous opportunities to comment before the Planning Commission and City Council on the project in the months to come and public hearing notices will be provided in advance of these meetings.
